Make a blank document. I used 500x500.Click on your text tool.
Make sure your text is floating.

You'll need a scanline pattern for this next step.Click here to view it
Step 4
Now copy the pattern and paste it as a new image.Go back to your selected text and edit-copy.
Go to scanline pattern and edit-paste as new selection.
Selections-modify-expand and a window will pop up.

Set number how you want.
Mine is 1px. Now go to edit-copy.
Then edit-paste as new image
